Izmir is a city that people from different cultures live or want to visit. The purpose is to learn the cultures of people who visit the city and to introduce the city’s culture to them. Based on this, I determined the concept as crossing borders. People who are invited from different cultures or who apply voluntarily, live temporarily in this structure where they can communicate with each other and exchange culture. Thus, we will have crossed the boundaries between people and cultures. We will achieve this in certain floors with areas that provide flexibility that can meet people's needs and cultural activities and can be transformed into different functions.
